Ms Dos 16 bit subsystem keeps coming up and dissapearing?

ok first it was a message saying yada yada yada so and so has performed an illegal action, and i would have to close it ...the file was wuaclt.exe i never could delete that file, it never let me...so now it instead of popping up and making me close it, it pops up then dissapears, which is more frustrating because it will mess up my typing, keep closing full screen mode down on youtube, and i cant play Age of Empires II, it keeps closing it out...is this a virus?
