MS-DOS was a Command Line Interface while Microsoft Windows was originally an Operating Enviroment that ran on top of MS-DOS, i.e Windows 1.01 through Windows 3.11. Windows became it's own operating system with the advent of Windows NT in 1993. 9.x versions of Windows, i.e 95, 98, and ME were also ran ontop of MS-DOS, but didn't require booting DOS before Windows started. So, no MS-DOS is different from Windows.
