What MS-DOS program can I use to format my harddrive?

My dvd drive does not work, I cannot access any windows, basically i deleted everything on my harddrive using the recovery console. I typed diskpart, deleted my hard drive, then created a 50gb partition. Then when I loaded windows xp media center edition, the format either failed because an error(setup cannot load because hard drive...something) or it just stays at 0%. Is there any program that runs from ms-dos and I can install on a usb? I don't want .iso files, I need a usb type thing.
